JOB DESCRIPTION
CHRISTIAN COUNTY LIBRARY DIRECTOR
The director is the administrative officer of the library. The director acts in an advisory capacity as a professional expert to the board; recommends programs, policies, and changes; prepares agendas for and attends all board meetings; and has the right to speak on all matters under discussion. The director is not a member of the board and has, therefore, no vote on matters under consideration. The director carries out the policies and decisions of the board as they affect both patrons and employees. The director prepares the annual request for funds; determines internal policies and procedures; is responsible for the library collection, performs or delegates selection and withdrawal of all library materials, including books, audio-visual materials and digital resources; and performs all duties imposed upon the director by law or by regulations of the board of trustees.
The director is in charge of library personnel and is responsible for administration of personnel policies, including assignment of duties, service standards, and staff development, and for creating an environment conducive to maintaining high staff morale. The director hires, promotes, and dismisses staff and, as part of the budget, recommends salaries and benefits to the board.
The director is the representative spokesman of the staff to the board. The director welcomes communications from individual staff members, which may lead to improvements of library services or of personnel relationships and employment conditions.
Responsibilities of the Library Director:
A. To administer the library.
- To be responsible for the successful, efficient administration of library services.
- To operate the library and its activities in accordance with board approved policies.
- To recommend to and work in cooperation with the board to plan and implement short and long-range goals for library service, objectives and policies
- To keep and discard library records according to records retention schedules adopted by the Missouri Secretary of State’s office.
- To be ultimately responsible for the care of library resources, including staff, building, collection, and equipment
- To perform other duties as arise out of policy, technology or need.
B. To act as technical advisor to the board.
- To attend all board meetings.
- To regularly report to the board on library events, news and progress
- To know and make trustees aware of local, state and national laws and events affecting library operations
- To actively support library legislation in the state and nation.
- To make use of the services and consultants of the state library.
C. To direct other library staff.
- To determine staff duties, work schedules and salaries within a board-adopted budget .
- To recruit, hire, promote, and assign staff to positions and schedules required for efficient and effective library service and delegate duties as needed.
- To serve as the general supervisor of all personnel employed by the library.
- In accordance with written library policies, to relieve from duty employees who violate library policies or are unable or unwilling to perform duties.
D. To spend library funds within board-adopted budget and financial policy.
- To spend all personnel funds, salaries and benefits, within adopted budget unless specific changes are approved before expenditure by the board.
- To select and order library materials, including books, periodicals, audio-visual products, and digital resources, according to the library selection policy.
- To purchase library supplies necessary for library operations.
- To solicit bids for board consideration goods and services which are available from more than one acceptable source, cost more than $500.00, are not specified in current budget or from a grant and which may wait for the bid process without undue hardship or danger to library staff or patrons -- such as annual audits, major library maintenance or improvement projects, insurance or equipment.
- To seek board approval before ordering, for individual purchases in excess of $500.00. Exceptions are: utility bills, library material orders made within the approved budget, consumable library supplies in quantities normally used within a year, individual items specifically authorized in the approved budget, items purchases from grant funds and essential emergency maintenance costs.
- To refrain from obligating unbudgeted funds or transferring between broad budget categories (personnel, collection, operating and capital) to meet obligations except by prior approval of the Board of Trustees.
- To determine what general funds are available for the safest, most profitable to the library and legal investments and make investments when advisable.
- To follow board adopted gift policy in acceptance of gifts to the library.
- To dispose of materials according to library policy.
E. To keep the board aware of the library's financial and budgetary status.
- To prepare an annual library budget, in cooperation with the board's budget committee, for adoption by the entire board.
- To prepare all documents for the annual tax rate hearing and provide them to the board and all appropriate county and state offices.
- To submit a list of bills for approval at the monthly board meetings.
- To submit for approval at the monthly board meetings a list of adjustments to prior month’s approved bills, including current financial summary and account balances.
- To approve before payment all bills presented to the library and signify approval by signing the checks
- To work with the library’s bookkeeper or financial officer to maintain accurate, current records of library income and expenditures; complete and file before deadlines all required government forms relating to payroll or library finances; and make available all pertinent records required for annual independent audits of the library's financial records.
- To file with the State Library and provide a copy to trustees the annual Statistical Report
F. To make the library a part of the local community and larger library community
- To participate personally or through other library personnel with local organizations and events.
- To create and maintain a welcoming, safe environment in which citizens may get information and enrich their lives.
- To be responsible for and approve media releases, stories, announcements, posters or other publicity relating to the Christian County Library.
- To use current and appropriate technology to communicate with the public.
- To produce and keep current staff- maintained library websites, blogs, social media and other internet resources
- To encourage public participation in library services and events, volunteer opportunities and library affiliated organizations
- To stimulate growth of library services in Christian County.
- To affiliate with state and national professional organizations; to attend professional meetings and workshops; and to provide appropriate and affordable training opportunities for staff.
